Public Transport Victoria releases latest train and tram load survey

The addition of 20 weekly train services in peak periods has seen overcrowding on many rail lines decrease.

Public Transport Victoria’s Director of Operations, Norman Gray said the percentage of passengers travelling on trains exceeding the load benchmark has dropped from 23 per cent to 17 per cent between May 2012 and May 2013.

This is at a time when patronage on peak services has increased by 2.4 per cent.

Figures from the May 2013 Metropolitan Train Peak Passenger Loads survey found that passenger loads exceeded the benchmark on 11 per cent of all peak services.

This is a slight increase from 9.1 per cent of services in October 2012, but well down on the May 2012 survey where 15.3 per cent of loads exceeded the benchmark.

“The decrease or stabilisation of overcrowding on many of our trains during peak periods is encouraging and demonstrates our plans for the rail network are improving services for customers,” Mr Gray said.

“In the last year we have opened new stations, extended rail lines and introduced new bus networks which have improved access to the train network for passengers. And we have carefully planned timetable changes to balance the spread of passenger loads across trains.

“PTV has recently taken delivery of seven new X’Trapolis trains with a further eight on order to be in service during 2015.

“These new trains and continuing refinement of the timetable will enable us to provide more services across the network and meet the challenges increasing use of the train network presents.”

On all but the Sandringham corridor, the overall number of peak crowded trains remained steady or decreased.

The Upfield Line recorded the most significant decline in AM peak overcrowding, dropping from 40 per cent of passengers travelling on overcrowded services in May 2012 to none in May 2013.

When comparing cordon locations observed in both the May 2012 and May 2013 Tram Load Standards Surveys, there was an increase from 19 to 22 rolling hour average loads above desired standards.

Mr Gray said the delivery of 50 new low-floor trams by 2018 will add capacity across the tram network.

“The new trams not only carry more passengers than existing trams, but will enable additional services to be run across all routes,” he said.

“PTV will continue to work with Yarra Trams to deliver improvements to the network and increase capacity on busy routes, as has recently been achieved on Route 24 through St Vincent’s Plaza.

“The project to upgrade Route 96 has commenced and Domain Interchange was reconfigured in April 2013, resulting in larger tram stops, DDA compliant platforms and access ramps to improve passenger flow and tram performance.”
